During a press conference to announce the arrest of a man Richmond Police believe was planning violence in the city, Mayor Levar Stoney was asked about recent multiple shootings and gun violence in the city of Richmond.
After Chief Gerald Smith explained how a suspect, Julio Alvardo, was arrested, the Mayor took questions.
"Their intent was to shoot up our July 4th celebration," Smith said.
Chief Smith did not provide details or motive for what he described as a possible mass shooting. The chief did say that a tip led police to arrest Julio Alvardo, who is not a legal resident of the U.S.
